On April 1st and 2nd, the Summit Forum for Promoting Educational Equality, a provision of the 13th Five-Year-Plan Period, was held at ECNU. This summit was jointly sponsored by the China Education 30 Forum, the Coordinated and Innovative Center for Education Equality (CICEE), and the Institute for National Education Policy Research at ECNU.

More than 300 guests attended this forum, including officials from local, reginal and national educational departments, heads of institutes specializing in Education Studies, and various other experts in education. On behalf of the forum’s sponsors, Tong Shijun, Chairman of ECNU’s University Council, and Chen Qun, President of ECNU, provided the opening remarks and delivered an address of thanks, respectively.

At the forum, 22 senior experts and scholars analyzed the main problems facing educational equality in China today, as well as key factors and effective measures that help it to thrive. They provided references for regional and national decision-making about education by giving keynote speeches that focused on five key areas: optimizing allocation of public education resources to close the gap between regions and targeting educational equality in both urban and rural schools; supporting groups who face unique difficulties by ensuring the enjoyment of equal education rights for children with disabilities, children of migrant workers, and students in difficult financial situations; treating students equally by respecting personality differences and ensuring their rights to study as well as seek personal development; enhancing external systems and environments to guarantee fair competition opportunities under limited resources; and securing the continuation of equal education’s historical promotion by involving the international community and taking inspiration from different models.

In China, the 13th Five-Year-Plan period is essential to the success of modernizing education. China’s educational goals have transformed from “receiving an education” to “receiving a good education”. How to more deeply understand the relationship between fairness and quality, how to balance efficiency as well as competition under changing circumstances, and how to vigorously promote equal education and improve education quality during the 13th Five-Year-Plan period have all become major challenges that China faces today.
