Yang Changli, Vice Chairwoman of University Coucil of ECNU, read the documents about the founding of the school and the appointment of its leaders. After much discussion, ECNU had decided to set up the School of Chemistry and Molecular Engineering, which consists of the Department of Chemistry, Shanghai Key Laboratory of Green Chemistry and Chemical Processes, and Shanghai Engineering Research Center of Molecular Therapeutics and New-drug Development, with Academician He Mingyuan as the dean.

In his speech, Academician He Mingyuan explained the connotation of the school's name and the ideas about its development. He expected to promote the development of the school through the innovation of management mechanisms, the expansion and proper use of external resources, and the integration of internal advantages.
President Chen Qun expressed his thanks to the leaders and teachers of the Institutes for Advanced Interdisciplinary Research for their contributions and congratulated on the founding of the School of Chemistry and Molecular Engineering. He wished that under the leadership of academician He Mingyuan, the school would continue to increase the influence of ECNU in chemistry and spur the development of other disciplines by integrating advantageous resources, giving prominence to the characteristics of the chemistry discipline, effectively carrying out the plan of disciplinary development, and promoting the harmonious development between talent cultivation and scientific research.
